PROBLEM

    Ed Sparks  discovered that  if IE  5.0 is  installed on  a machine
    after  SP5  has  been  installed,  and  SP5  is  not re-installed,
    subsequent applications of new Hotfixes can cause an error;

        CAPI: = the install program could not open the signature file

    The  hotfix  installation  then  appears  to fail.  Microsoft have
    confirmed this to be an issue with IE 5.0 installer.  IE 5.0 setup
    is/was deleting ENHSIG.DLL, installed by SP5.  It should be  noted
    that  Service  Packs  should  be  installed after the installation
    of any new software.  Had this been done the error would not  have
    been seen as the SP would have re-installed ENHSIG.DLL.  Its  also
    worthwhile noting  that despite  the error  message, Hotfixes  are
    actually installed successfully despite the error message.

SOLUTION

    Microsoft have indicated  that IE 5.0  installer will be  modified
    to prevent it from removing ENHSIG.DLL.
